Mayor 2004 -2014
City of Sheridan ▪ Sheridan, WY
Elected Mayor in 2004 and re-elected in 2008 and 2012. Held executive responsibility, with no City Administrator, for 180 employees, annual operations budget of approximately $20M and infrastructure projects of tens of millions per year. Led staff and Council in streamlined operations, improved customer service and a “business ready” city for economic development.

Experience included: Labor arbitration/negotiations, municipal court administration, municipal enterprise accounts, capital improvement planning, state & local government grantsmanship, joint powers board formation/governance, water supply agreements, municipal ordinances and resolutions, annexations and subdivisions, utility franchise agreements, business park negotiations and acquisition, liquor laws and regulations, dram shop liability policies and building code reform.

Owner/CEO 1988 – 2003
M&M Home Medical ▪ Sunnyvale, CA
Managed and grew this regional home health care company in the Silicon Valley from annual revenue of $250K to $16M. Sold the business to a national homecare firm and moved home to Wyoming!

Experience included: corporate compliance policies, government affairs, state and national trade associations, managed health care contracting, sub capitation provider contracting, Food & Drug Admin regulations, Pharmacy Board regulations, state and federal home health regulations and Medicare & Medicaid fraud and abuse regulations/policies.

Corporate Counsel/Director of Business Development 1985 – 1988
Mini Mart, Inc. ▪ Casper, WY
Served as corporate counsel and director of business development for Dave’s family’s chain of 125 Rocky Mountain-based convenience stores, operating across six states with over 700 employees. Assisted in the closing of the sale of the business to the national retail chain, The Kroger Company.

Experience included: Real estate evaluation, negotiation and construction oversight, sales forecasting and budgeting, product liability coverage/claims investigations, commercial lease negotiations, equipment leasing/finance, banking negotiations, commercial business risk assessment, insurance acquisition and all workforce related policies/procedures or claims.

Partner 1982 – 1985

Partner in a general civil law practice.

Experience included: business acquisition, formation and sale, bankruptcies and loan restructuring, foreclosures, secured transactions, product liability, real estate sale, lease and acquisition, collections and executions, insurance defense, evictions, construction liens, divorce and custody.

During his early adulthood his professional experience include works as an intern in Washington D.C. for Malcolm Wallop, Research Director for Al Simpson’s Senate Campaign, and Assistant Campaign Manager, Pete Simpson for Governor.
